According to a survey of the HHC companies, during the process of delivering medication drugs, the quantity of drugs required for each patient is non-deterministic when the company makes planned routes. This paper considers uncertain demand as a fuzzy variable, which is closer to a potential real life scenario. A Home Health Care Scheduling Problem with fuzzy demand is considered and a fuzzy chance constraint model is designed. We propose a hybrid genetic algorithm integrated with stochastic simulation methods to solve the proposed model. Firstly, the problem is reduced to the classical vehicle routing problem within a time window.
The first stage minimizes the Total Planning Distance , while the second stage maximizes the total compatibility and deals with unexpected events. Due to the NP-hardness of the studied problem, a matheuristic-based algorithm is applied to reduce the computational time. The computational results approve the proposed solution algorithm’s decent performance in obtaining near-optimal solutions quickly. In the case of therapies, the gold standard of evidence is the randomized clinical trial (Chow and Liu, 2004; Friedman et al., 1999; Katz, 2006). In the case of systems, performance-based measurement provides evidence that supports continuous improvement (Gawande, 2007; IOM, 2000; Smith, 2005). With respect to economic outcomes, careful analysis of costs and benefits can provide the evidence base for wise decisions (Brent, 2003; Donaldson et al., 2002; Drummond et al., 1997).

In this review, we provide a comprehensive overview of current work in the field of HHC routing and scheduling with a focus on considered problem settings. Recent advances in HHC optimization are highlighted and future research directions discussed. This paper provides a solution procedure for a state-dependent real-world routing and scheduling problem motivated by challenges faced in the urban home service industry.
